The requirement to use a Microsoft account was introduced with Windows 11 version 22H2 in 2023, affecting both Home and Pro editions. Before that update, Windows could be installed using a local account without an Internet connection.
How the Windows 11 Microsoft account requirement works today
Under the current setup process, users installing or configuring Windows 11 Home or Pro must sign in to a Microsoft account before completing setup. Creating a local account is not available during the standard installation. While workarounds exist, they involve additional steps that Microsoft does not highlight for users.
Hanselmann’s public response came after discussion among users and the press about this requirement. His team is one of many at Microsoft working on the broader Windows 11 quality initiative recently announced by the company, which focuses on improving performance, reliability, and user experience. The mandatory account requirement was not part of that announcement.
Internal debate at Microsoft over forced account requirement

The open source tool Rufus can create Windows 11 installation media that bypasses the account requirement. There are also manual workarounds that involve specific inputs during setup, although Microsoft has previously discontinued some of these methods with updates.
Microsoft has not confirmed whether future Windows 11 builds will re-introduce the option to set up a local account or clarify which setup paths may be affected by the policy change.
